This document combines the Monitoring, Evaluation, and Learning (MEL) Plan and the Final Report for a gender-based violence (GBV) project in Rwanda, implemented by a local NGO in 2024.
The first section presents the comprehensive MEL Plan I designed and led as MEL Officer, outlining the project’s objectives, performance indicators, data collection methods, Theory of Change, and other core components.
The second section provides the Final MEL Report, summarizing key outcomes, lessons learned, and the project’s gender-transformative impact—rooted in a rights-based, participatory approach.

In 2024, I worked with a Chilean NGO to design a Monitoring & Evaluation (M&E) Plan for a project promoting sustainable employment for young women with physical, visual, or intellectual disabilities in low- and middle-income areas of Santiago.
The plan applied a rights-based, gender- and disability-inclusive framework, with clear accountability measures, strict data quality standards, and an intersectional analysis approach.
The Final Project Report analyzed the project’s outcomes, highlighted key lessons learned, and evaluated its lasting impact on the women and their communities.
Conducted a comprehensive legal and institutional review of the internal protocol on workplace harassment, sexual harassment, and violence.
The assessment evaluated its compliance with Chilean Law No. 21.643 (“Ley Karin”), ILO Convention 190, and international human rights and gender standards.
The process involved a normative gap analysis, review of internal procedures, and drafting of a reform proposal grounded in confidentiality, impartiality, a gender perspective, and victim protection.
Delivered a technical report with structural recommendations, an implementation roadmap, and monitoring indicators for institutional follow-up.

Gender and Human Rights
I carry out research and project evaluations focused on gender equality and the protection of human rights, with a particular emphasis on legal frameworks, institutional accountability, and social inclusion from an intersectional perspective.
Health, Education, Disabilities and Gender-Based Violence (GBV)
I assess and support programs aimed at improving access to health and education, preventing gender-based violence (GBV), and promoting the rights of persons with disabilities. My work incorporates gender-sensitive methodologies and human rights standards to ensure inclusive, effective, and sustainable interventions.
Sustainable Development and Public Policies
I provide analysis, monitoring, and evaluation (M&E/MEL) of public policies and development initiatives in alignment with the Sustainable Development Goals (SDGs). My focus is on integrating gender equity and social justice into governance, planning, and policy implementation.

This piece analyzes the social determinants of health, placing particular emphasis on gender as a fundamental structural factor. I explore how gender shapes the creation of various social determinants and influences the realization of women’s human right to health.
I also highlight the critical link between the gender‑health nexus and the global pursuit of sustainable development, arguing that true progress is unattainable without improving women’s health worldwide.
Here, I examine the human right to health through a robust gender lens, revealing how entrenched power dynamics and social hierarchies lead to markedly different health outcomes for men and women.
By exploring the intersections of health, gender and climate change, I argue that understanding and addressing their complex interplay is essential to securing truly sustainable development.
This article argues that gender operates as a structural determinant of health, compelling us to recognize that men and women experience health—and access to its related goods and services—unequally.
I present a gender‑focused approach as an essential tool for addressing and correcting these disparities.
Drawing on Rwanda as a case study, I demonstrate how public health policies incorporating this lens have driven substantial improvements in women’s health outcomes and overall wellbeing.
